Surrey LPC
Representing, supporting, developing and promoting 182 NHS community pharmacies across Surrey.
Surrey LPC works locally with the Integrated Care Systems (ICS’s), local authorities and other healthcare professionals to help plan healthcare services.
We negotiate and discuss pharmacy services with commissioners and give advice to community pharmacy contractors and others wanting to know more about local pharmacy.
LPCs are not responsible for service commissioning in any way, but they can provide support and advice about services.
LPCs are not allowed to hold a contract on behalf of pharmacies (e.g. a stop smoking service), however, they can facilitate the setup of a Limited Liability Partnership (LLP) of interested pharmacies to work together to bid for services.
The Committee is recognised by NHS England under the provisions of section 167 of the Act as representative of the pharmacy contractors in the area of the following Health and Wellbeing Board: –

Consultation – the LPC is a statutory body, recognised by Government, NHS England and Integrated Care Systems. The Integrated Care Systems are required to consult with LPCs but not required to act on that consultation. As the services that can be provided by pharmacy extends to those that may be commissioned by other commissioners including Local Authorities, the Committee will seek to gain recognition as the representative body for pharmacy contractors by building strong relationships with these other organisations.
The work of the LPC is governed by committee. Members are either elected or nominated to join the committee to represent contractors (‘pharmacy owners’) views. Members do not get paid; however, they can claim expenses and locum fees for attending meetings.
Community Pharmacy Surrey and Sussex actively promotes and strives to adhere to the Nolan principles which are the basis of the ethical standards expected of public office holders. In 2023, all members of our two LPCs have agreed to adhere to these principles.
Responsibilities:
- Setting strategic direction and policy
- Agreeing and demonstrating vision, mission and values
- Oversight and control of the following areas
- Strategy and work plan, ensure operations are aligned
- Monitoring and evaluation against agreed goals
- Financial scrutiny – integrity, robustness, controls
- Value and level of service to contractors
- Management of CEO and to provide help and advice, act as a soundboard for management/executive team
- Looking after the interests of the local contractors and to bring member insight and effectively represent views
LPC meetings are open to observers, and we especially encourage community pharmacy contractors and their team members to join us and find out what we do. - Annual report and accounts: Community Pharmacy Surrey
- Community Pharmacy Surrey aims to be as open and transparent as possible, regarding our financial management and use of contractor’s funds raised via the LPC levy. Copies of our bank statements, expense reports and management accounts are reported and available for LPC members to inspect at each meeting.
- We are constitutionally required to produce an Annual Report within six months of our year end. We take this opportunity not only to reflect on the past 12 months performance but to re-focus on the coming challenges and opportunities. The report also contains a statement of accounts and is circulated to our constituent contractors, to Integrated Care Systems and Community Pharmacy England within six months of the completion of the period to which the report relates.
- The report includes details of all remuneration, expenses and allowances paid to Officers and Members during the year. Within six months of the end of the Committee’s financial year an Annual General Meeting is convened with at least 28 days notice given to contractors. At the Annual General Meeting the Annual Report is presented and any other business as necessary conducted.
